  1. I'd like to lip sync the audio to the video.
    Format is Mpeg-Ts.

    What I need is a tool to sync audio with 'spectrum view'.
    So I can lip sync perfectly.

  2. To do it easily you'll need something like this: https://www.redgiant.com/products/pluraleyes/

    You can do it more cheaply by extracting the audio track from the video, and just using an audio editor - even a free one like Audacity - to sync to the replacement audio track, but it's a bit more time consuming.
    Not too difficult once you've done it once or twice...

  3. Most media players let you skew the audio while playing. Then you just remux with the delay/advance you determine.
