No way you can recover anything from those two snaps. Sometimes you can get one letter/number from one snap, and then get another letter/number from another snap. You should be able to identify the make/model of the car, so if the local police are willing to help, getting two or three of these should be able to identify the car.

How about uploading the video because that would be a better help as still images are terrible as you can see.

Photoshop has an advanced motion blur removal filter (that's not the exact name) that may be able to reduce the motion blur. You may have to crop the image down to just the back of the vehicle so the non moving parts of the frame don't confuse it.

Take the video to the police as mentioned earlier -- there should be enough there for them to go on.
