tmpgenc mpeg editor might be something to try then.

TMPGenc 4.0 Express was replaced by TMPGenc Video Mastering Works. They're both encoders and converters. Neither has smart rendering. Whether you cut with them on an I-frame or not, they re-encode the entire results.
Since the O.P. seems to own a TMPGenc product, he can get TMPGenc Smart Renderer at a discount, which allows frame specific edits and smart rendering with MPEG, several h264 formats, and a few others. Express 4.0 ought to be replaced anyway, its MPEG encoder wasn't as good as the old 2.5 Plus -- the new Smart Renderer has better encoders. MPEG Editor v3 is no longer sold.

Smart Renderer has a free trial. If you like it, buy it. Everything they offer is decent software, worth the reasonable price. If you're in the business of ripping off good software, you won't find any license hacks here.

Yep, looks like a clueless push that doesn't know the difference between "transcoding" and simple smart-rendered edits.

@LMotlow: most people do not know the difference between transcoding and encoding and mix the terminologies, not knowing 'smart-rendering/encoding' is a far smaller issue,...
