just a simple problem discussed many time: I have some minidv in 4:3 format and my question is if is it possible to elaborate these movies in 16:9 at full screen.

Yes, you crop (remove) a total of 25% of the picture from the top and bottom and resize what's left.
If by, "Re: 4:3 to 16:9 which is the right way without losing any frames?" you are asking if it's possible to do without cutting away some of the picture, then no. Unless you want to stretch the picture and make everyone look fat. Or you can add black bars to the right and left sides, but I don't think that's what you have in mind. -
It's a "square peg/round hole"-type problem where all alternatives are disappointing ones. Manono's suggestion is probably your best bet, however remember you have the additional obstacle of dealing with resizing interlaced footage.

Echoing the above, it also depends on your definition of 'without losing any frames'
In fact the correct way to view a 4:3 picture in a 16:9 frame, without losing any of the picture, is to add borders to it as described by manono.
If you convert that DV video to DVD, you can simply keep the picture at 4:3 and let the player add the border. And for PC playback in another format you can also encode at 4:3 and as long as the player is correctly set you still see the full picture.
