Can anyone tell me if there is a unlock code and procedure to unlock regions on a Samsung BD-D8200A dvd blu ray player

Probably not. Almost always if you have to ask because you couldn't find one by searching, it's because one doesn't exist.
Sony and Samsung players around the world are now essentially unlockable. Even in Australia. Your law now allows manufacturers to unlock players for DVD playback, but it's completely optional, so more and more are now refusing to do so. You can contact Samsung Australia, but probably they won't help you.
At this point in time many of us are telling people that if you need a region free player, the only safe thing to do is to buy one from a reseller who has hardware modified the player, at additional cost to you, to make it able to be unlocked. The days of being able to buy players in stores and unlock them at home are pretty much gone, even for Aussies.
