There is a defect on my DVD where a scene change occurs for a small amount of time, in both audio and video. The effect is glaring and I would like to try to cut it out with high precision. Is that possible without going through a convoluted process of calculating the milliseconds from the frame count and using delaycut to trim the parts before and after the defect before joining them back together?

"High precision", huh?
The highest precision you can use (that still maintains A/V sync) is 1 frame. So every NLE that cuts DVD (mpeg) material should be able to do it. What you have to decide is whether you want a GOP-based/I-frame only editor (which DOES limit your precision even further, but maintains your original quality), or a frame-accurate Smart-Rendering editor (possible quality loss near the cut boundaries).
Regardless, you don't use milliseconds when editing film/video. Stick with frames. I'd use Cuttermaran, Mpeg2Schnitt, etc.

Thank you, I have tried to use ProjectX to demux the VOB, however it looks like it is unable to process the part with the defect, and the resulting m2v video file freezes around that point. What could be the issue? Here are the errors logged:

The end looks similar (going back to the proper scene), and that is where it freezes. The scene change should not occur at all.Last edited by Magistral; 17th Jan 2015 at 00:39.

I had extracted the VOBs on the disc previously, it looks like somewhere along the line this one was corrupted, as after re-transferring it, it had no issue... thank you for the help either way, I was able to isolate the issue through this process.
