Best as in easiest? Vidcoder or handbrake.

Best as in most settings, filters(custom avisynth), presets? Then megui.

  4. If you're de-interlacing and resizing to 720p my suggestion would be to try de-interlacing to the full frame rate. ie 50fps for PAL rather than 25fps, and 60fps for NTSC rather than 30fps. You'll probably find motion is smoother that way. Handbrake will do it (and I assume Vidcoder too). If memory serves me correctly (I don't use either program myself) you need to enable de-interlacing then select constant frame rate for the output while specifying either 50fps or 60fps as the frame rate (whichever is appropriate).

For MeGUI's it's just a matter of selecting one of the full frame rate de-interlacing methods such as "Yadif (with Bob)". The output frame rate will be adjusted automatically.
