  1. In some experiment of tweaking and fine tuning for higher subjective video quality I was surprised to achieve 45.17db PSNR at desired low bit-rate below 2k. How can I relate PSNR with artifacts? More simply is there any connection between PSNR value and artifacts? Are there any barriers to achieve high PSNR at low bitrate?

For what resolution and type of content and in what format?

What sort of artifacts are you looking into?
Also PSNR is a decent estimator for rough quality measurement, but with 45db+ I doubt it can be useful to measure any artifacts.

Entropy is the main problem, I see. (side note: PSNR often does get better with light smoothing)

    1920 x 1080 60i 50Mbps short clip.

any sort. I guess, i should rather leave it there as compression ratio is too high 25++ untill i get responses and comments from industry pros.

Not really. PSNR is essentially just how much each pixel differs from the same pixel in the source. It doesn't matter what form that difference takes.

I liked that coz I also concluded same by going through someone's work.
PSNR has nothing much to do with artifacts.
If someone did not called you guys smart ssa, but, I will.
But, still there are lots here to be named.

    Thanks to you and Selur.
Hope, I did not mis-spelled this time, at-least.
