    Conversion time is of no concern. How do I get the most well refined SVCD picture? What tools and settings have you found to yeild the best 40 minute SVCDs?

    For TV/cable captures, I use TMPGE's SVCD template and change to "constant quality" at "2000/0 bitrate" and fit about 40-45 minutes on an SVCD at 2-3x encoding time on an Athlon XP 1600+. These look good to me.

    The next thing I'm going to try is choosing a better motion-detection setting.

    cce can fit up to 60mins on one cd, thats what i use anyway.
