Do the matte white top printable layers on blank DVD-R/+R break down and leave dust inside DVD players? I'm wondering if it's safer to just use the silver tops and a Lumocolor marker.

no. been using them for many years and no wear or tear damage. they are only needed for printing in an inkjet printer so unless that's what you're doing they are a waste of money as the cost more.
