Help Identify This Problem

I just wanted to know what kind of this problem called? and what filter should use to get rid of it.



I already encoded this video everything fine, but. the problem left is weird on line and dot on the sign..

Those are dot crawl artifacts. They can be reduced with a dot crawl filter. You have to use it while the frame is at its original standard definition size.
