  1. Most divx movies I download have a framerate of 23.97, when I convert them to a PAL svcd the picture and sound sort of "jumps" every second.

Is this because PAL has one more frame?

I know that you can do a "pulldown" to convert it to 30fps NTSC, but is there a similar process for PAL?

If I encode a PAL disc with 23.7 fps, will I be able to play it in a dvd player?

  2. PAL doesn't have pulldown, it is strictly 25fps, only NTSC has the NTSC Film standard, that is why you had problems with your movie.

This question has been asked and aswered lots of times.
    1. First extract the wave file, using e.g. VirtualDub, use Full processing mode.

2.Convert the sound to a mp2 file with BeSweet (I'd suggest that you use the BeSweetGUI also). These files and 2Lame (you need that for the mp2 convertion) and SSRC (sample rate convertion) it either on vcdhelp tool page or at http://www.doom9.org .

3.Change the frame rate to 25 fps and either save avi without sound or framserve directly into TMpgEnc or CCE and creat a video only (m2v).
Mulitplex these two files (mp2 and m2v) with either BBEdit or TMpgEnc.

This is by far the easiest way that I've used (and I've tried several ways).
I've only missed once with this one and it was due to the avi contained damaged sound.
