I know there are many programs to recover deleted files, but are there any that can recover .jpg photos with the original filenames intact?

When Windows deletes a file it replaces the first letter of the filename with a token that indicates the entry in the directly is unused. Undelete programs can restore the rest of the name from the remaining letters. At least that's how it work with the FAT file system. I'm not sure about NTFS.
