(Scriptable) Convert <everything> to mpeg2?

Hi,

I own a TechniSat SAT Receiver which is capable of playing .ts / mpeg2 (.vob, .mpg, .mpeg) files over LAN or from a connected usb stick / hdd.

I'd like to convert any movies (regardless of quality loss! (the tv is a bit old, super high quality video output is not needed ; )) to pure mpeg2 format.

Is there any recommendable converter that is:

- portable
- scriptable (invoke a video conversion via a .bat script)
- free
- not damn slow
- converts any input format (mostly .mkv, .avi (divx / xvid) without any additional user intervention?
