It took me a long time to track this problem down, but apparently it's causes by the DivX HiQ plugin. I noticed that IE had started to have a long delay while trying scroll on a web page once it was downloaded and it also seemed to take a lot longer to completely load websites that usually loaded quickly. I tried many different things to correct the problem, but I could not determine what was causing it. Then I started to get the following error message pop up on some web sites (DivX HiQ Debug: HiQ supported site definition updated 31 Minutes(s) ago.) with a white blank screen background. I then uninstalled the HiQ options and all of the problems that I just described went away. So it looks like this problem was caused by the HiQ feature of DivX. I thought that I should post this for other people that may run into this problem so that they won't have to waste all the time I did trying to track it down.

  2. I had a similar experience with the HiQ plugin in IE8 when it first appeared. As a result it's been disabled in IE ever since. It seems to work ok in Firefox.
