In answer to your question, then yes.

If you're going to another format, you can use a much lower bit rate whilst maintaining a transparent quality (depending on the codecs being used of course).

With lossy codecs there is alway further degradation. If the bitrate is high enough it may not be very noticeable, but If you look very closely you'll see it.

libx264 is x264 so it's the best h.264 encoder. But you will still lose quality if you reencode. Unless you use lossless mode which will cause your video to grow 20 to 100 fold or more.

No, but a lower resolution can be encoded at a lower bitrate with comparable compression artefacts compared to the higher res original.

Also the choice of h.264 encoding parameters will affect the picture quality. You can choose to encode using more CPU intensive options and achieve the same quality at a lower bitrate compared to a fast encode.

Using CPU intensive encoding options doesn't necessarily mean that more powerful hardware is needed to decode the video, but you might loose compatibility with some hardware media players. Software players shouldn't have any problems as long as you've got a decent PC.

Keep in mind that resolution is a part of "quality". So what you're doing by reducing the frame size is trading away resolution to get fewer blocky artifacts.
