External site questions

I know of a website that has a section on AviSynth and I would like to post a link to it. However I have two questions.

First question: would I be allowed to post it?

Second question: which part of the forum should I post it in?

Any answers are appreciated.

1) Yes, if it isn't spam.

2) Probably in the User Guides Forum. Depends on what it is. If it's just the link, then maybe the Editing Forum would be better.

We can move it if needed.

It's just a site where you can submit articles or things of interest. Since the section I'm linking to is devoted to AviSynth then I suppose it belongs in the editing section.

Edit: considering that the site is less about providing information than it is for user submitted material, it probably best belongs in the off-topic section.
