I'm trying to burn to a brand new DVD+R with my brand new Panasonic DMR-EX78.
When I select copy on the on screen menu it says "Cannot copy Please format the disc"
Can anyone help?

It may be a problem with your media brand. All brands are not equal. Most brands are crap. Try using either Verbatim or Taiyo Yuden (you'll probably have to order TY discs online if you want them) for best results. Sony is sometimes good and sometimes crap, depending on who made it for them. Everybody else is pretty much crap. As you discovered, all brands do not work equally well in DVD recorders, so we generally suggest Verbatim and Taiyo Yuden as they only sell quality discs and they have the highest likelihood of working without problems.
