Hi,
What's your opinion on best quality encoder from DV to h.264, for low bit rates (e.g. 300kbps-500kbps) & live streaming (i.e. relatively low encoding time of around 300-400 msecs), mainly for CIF?
What would you then recommend to configure & fine tune in the encoder to achieve these goals?
Win XP, Intel dual core, no GPU

x264 has implemented low latency features for live streaming, videoconferencing and similar applications, but I am unsure of how to set it up. If your source is DV, you probably want to deinterlace at some point in the chain as well
