    is there a program that can generate black banners behind the test of a subtitle (i had hard subbed video and i need to overwrite on the hard subs)

    avisynth's overlay command can do it. I suspect there is a similar filter for virtualdub as well.

    i have the subs in .srt and i dont want to hard sub them

    SRT are straight text subs. They have no formatting. Each player and standalone has different settings, so you may find one that will put an opaque background behind them, but most won't. If you want the old subs gone, you will have to re-encode, whether you put hard subs in or not.
