I'm looking for video editing software that will allow me to pan in and out and scroll in a more controlled direction.
Tried Windows Movie Maker but that's is too simple.

Vegas, Premiere, Avid etc can all do this. However panning and zooming video will often leave you disappointed with the quality. Unless you shoot with a very large border, you don't have much room to play with for panning, and zooming requires resizing the video up, which often results in soft looking images.

You could make clips with that to be inserted into your WMM productions.
