You can buy one that has been taken apart and had components removed and/or replaced - soldered - back into place....yes.

There are a few region free BluRay players. However, what "region free" for BluRay means is that you can change the region to A, B or C at any time with a code. There is no setting for all regions for BluRay discs like there is for DVDs.

None of the manufacturers are allowed to make BluRay players that can be made region free, so that means that you either have to put on hacked firmware after purchase or you have to buy a player that has modified hardware that the seller has installed for you.

Oppo makes a player that can be made region free with new firmware you can install. Momitsu makes a player that some sellers have installed modified hardware into. I've heard of a couple of other players (not by big manufacturers) that are available in the UK that can also be made region free, but as I don't live in the UK I don't remember the names.

As you don't say where you live, you could try Googling for Momitsu 899, Curtis 1100 (both the same player but with different badges - make sure the Curtis variant is the BD Live 2 version with the lan port), or the Momitsu 799 (smaller, cheaper player with less connectivity than the 899)
