I'm looking for something that will allow me to take parts of clips, flip them/slow motion/speed up/ and most of all, layer. Is there anything out there thats somewhat cheap or free or would final cut express be the best thing.

	You might also try MediaEdit. It's an interesting alternative if your requirements aren't too stringent. You may apply QuickTime effects to your clips, transitions, and have multiple tracks.
