The Canon HV30 records to HDV format
The Panasonic HDC - HS300 records to AVCHD format.

Both are premium consumer models. "Broadcast quality" can mean many things. They won't match the performance of $25K broadcast cameras if that is what you mean, but they both make quality consumer HD video.

The main difference is the recording format. Read these threads about all the pro-con of HDV vs. AVCHD. Note that the computer you list in computer details will struggle with HD editing or authoring.

In addition to Ed's links, ask yourself these questions:

What happens if the cam's HDD fails?
Do I need an extended warranty on my cam?
Where do I offload my video?
    Do I need to buy a Blu-ray burner/player?
Do I need a new TV?
Do I need a new monitor?
Do I need to buy more HDD's?
Do I need a new computer?
Does my editor support HDV or AVCHD?
