Hello. My friend is unable to play HD videos because his processor is too slow and therefore it starts lagging after a while. So I want to help out.

Anyway, the file has the following specifics: 1280x720 x264 AAC VFR.mp4. How do i convert it to SD so that my friend can watch it without problems? I want as good quality as possible, of course. What program(s)/settings to use? Anyone who can help me out here?

You need to re-encode. It won't look the same ofcourse.

There are many programs for that task. I personally use Super which is not the best quality wise, but it does the job.

There are some ready presets to test yourself and see if you like that program.

For quality, I use either Xvid4PSP or AVS.
