Need A Camcorder Recommendation

Hello, I have recently decided that I need a new camcorder. One must need feature that I would like to have on it is to be able to control the shutter speed manually. I would also like it to be full HD, and my budget is $300.00. What would you guys recommend?

A little bit over your budget but I checked it does have manual shutter speed and other adjustments
