well, after searching thru half a dozen pages of posts and trying the search engine, i'm giving up and just asking (again?)...
surely there are quality differences between versions? i believe the MPEG2 encoder testing site gave a 12x version around a 7 or an 8, and a 2.x version got a 9.
are the differences very big between 12x > 2.0x > 2.5x (and 2.5x plus)?
and on PAL to NTSC conversion, i ASSume european TVs are the same shape as NTSC TVs? so, in other words, they just have more lines stuffed into the 4:3 image?
if that's correct, then squshing a PAL 1.85:1 picture to 352x192 or so would create an accurate NTSC image, right?
second, are there any Cool Edit filters for undoing the ~4% speedup? or do you just to an approximate conversion (ie changing the sampling rate to 46034hz, then up/downsampling to 48/44.1khz)?
and lastly, how do you change (slow) the framerate (to 23.976fps)?
