Default of DVD, when I play DVD, Audio A will be selected, but I want to Audio C will be selected, so how should I edit it in Ifoedit?

How can I turn on my subtitle?

I see you have been to https://forum.videohelp.com/topic313743.html#1606732 to find out how to edit menus. Here's another guide that may be helpful for adding subtitles: https://forum.videohelp.com/topic338721.html You may have to read all of it, but this part in particular, https://forum.videohelp.com/topic338721.html#1778185 , could have the information you want about editing the IFOs after adding a subtitle.

The guide that I linked to for subtitles should give you some clues for turning on audio. When you use PgcEdit to open up the audio menu and look at the original audio track buttons, you should be able to figure out the command to use for the new audio track button.

Yesterday I somehow didn't pick up on the fact that you wanted to change the default audio and subtitle. Here's a guide for the default subtitle: http://download.videohelp.com/r0lZ/pgcedit/third_party/2cool/subtitles/subtitles_on_de...lt_pgcedit.htm
You would do something similar to select the default audio track.

If that doesn't work, you will need to use PgcEdit's trace feature to find where the default subtitle or audio track is currently selected by the DVD and change that command to use the subtitle or audio track you want instead.

Just in case you don't know about it, there is a way to do a Google search of Video Help. Use the search box in the top right corner of Video Help's pages. It will generally find more links than the regular site search. Typing the words "default subtitle" there found the link to the guide I provided. It wasn't the first link on the list, but it was on the first page.
