I can do this with Gif Movie Gear but the video needs to be AVI and not real big since it takes alot of memory to open that many bitmaps. You can use Virtualdub to to cut the movie into segments and use a small segment to edit.

In Gif Movie Gear, under preferences, Export, you need to put a check mark next to "maintain 24bit color + alpha channel for export to AVI or other 24bit formats".

Under General, Live Edit, Select Photoshop.exe

Open AVI > right click frame you want to edit and choose LiveEdit with Photoshop.exe > edit frame > save. Frame in Gif Movie Gear is now edited. Continue process for all frames that need to be edited.

When done editing frames > choose File > Save As > AVI amination > Other / Custom Settings > Compression of choice. Save as movie-2b.avi since you will need to add the audio from movie-2a.avi.

This is a time consuming process depending on how many frames you need to edit and Gif Movie Gear is not free.

Maybe someone else will have an easier program to use.

In Premiere Pro you can export and replace individual timeline frames to/from Photoshop. I don't recall which versions support this feature but I recall v2 Premiere Pro did.

You can also do this from Vegas but it gets more complicated. I haven't done it recently. Better to ask in a Vegas support forum.

In Photoshop CS4 you can import video video directly, clone from fram,e to frame, then save it out again.
