I would like to find a hardware capture device/card that is able to capture in both MPEG1 & MPEG2, 720x480, variable bitrates(vcd.xvcd,svcd,xsvcd, etc). I checked the Dazzle Video Creator II out, but it can't do variable bitrates in MPEG1.
Do you have any suggestions, I would like to hardware capture instead of software capture, and not be too expensive.
