There are programs like TSremuxer that will create a BlueRay disk directory on your HD from m2ts files. Is there a similar program to create an HD-DVD disk directory on your HD from evo files? Is there a program to create evo files from elementary streams?

I think EVOdemux has a remux option to create new EVO files but I don't think anyone went as far as a disk directory for authoring as HD burners and media were vapourware.

The were a few HD DVD authoring applications, but all were commercial. Both Ulead DVD Movie Factory 6 and Scenarist have been tested by me and both were able to create HD DVDs that I could burn to DVD-5 or DVD-9 and play on my Toshiba HD DVD player. I thought that Ulead sucked for the most part as it was difficult to get it to not re-encode valid video (not impossible, but you had to be very careful with what you gave it). Scenarist is incredibly user unfriendly, but if you know how to use it I found it to be a lot easier to create HD DVD output with than Ulead. The Scenarist product is no longer being made. Both products were so fussy about audio input that I used only 448 Mbps (or less) AC3. Neither supported DTS for DVD-5 or DVD-9 HD DVD creation. Scenarist did support DTS but only if your output was going to be burned to HD DVD discs. High def audio formats were not supported by either for DVD-5 or DVD-9 creation. So while it is possible to turn BluRay rips into HD DVDs (I have done so), you couldn't do it with free software and it wasn't easy to do.

Rare as hen's teeth - nothing listed for HD media in the https://www.videohelp.com/dvdmedia section.
