I copied a movie from (PPV) to my hard drive. What software/procedure do I use to get the movie from HD to a DVD that can be played on a DVD player?

We need a little more info. What format was the file in? Some save in a proprietary format others as .mpg (usally mpeg2). Some burner programs will accept mpg files as source when burning as dvd video. Others will need these converted to vob files before burning.
