I have a bunch of old Hi-8 tapes and the camcorder itself is kaput. I really want to capture the video on those tapes to my PC and would like the highest quality possible. Looking for recommendations on a deck or a camcorder. S-video is the absolute minimum here - are there any options for a higher quality of capture? Thanks!

You might want to try the Sony GV-D200 although the price seems a bit steep but I don't think you have many options these days.

If you can find one in good condition, the Sony Broadcast EVO-9800 series was the top of the line then.

If you go to a quality dub house, most likely they use one of these plus a Y/C TBC. Their's will be maintained.
