I know Cingular is their primary service, and if i buy an iPhone from Cingular then I'd have to sign up for a 2-year agreement, which i don't want. I have T-Mobile and I'd like to stick with it, but I really really want an iPhone! I've also been hearing rumors about Apple making a new feature to freeze the iPhone if it detects it being unlocked

No, they do not sell unlocked iPhones. AT&T and Apple have an agreement. You can purchase an iPhone without contract but you will have to pay full price (or get service but then terminate the contract and just be charged the early termination fee but I think AT&T would have thought of that and might penalize you even more). Afterwards you can unlock the phone on you own. Never done it myself but have heard it is very easy.
    His name was MackemX

What kind of a man are you? The guy is unconscious in a coma and you don't have the guts to kiss his girlfriend?

In some countries (France comes to mind), the iPhone (as all phones) must be sold unlocked too. However, I'd guess they still have the liberty to price the unlocked iPhones for whatever they like, so unlocked iPhones are probably insanely expensive.
