I need a little help in trying to solve this issue.
I have a monitor which receives its signal via a single RCA input (video surveillance)
I need to print pictures with a standard inkjet as video printers are way too expensive.
How can I go about this?
Suggestions, ideas will be greatly appreciated.

Assuming its a standard NTSC signal you'd need a capture card, DVD recorder etc. Then you'd just import the video into something like Virtualbub and extract images. Maybe run it through your image editor to increase the resoltuion for printing.

Unfortunately the video server is on a different floor and all I see is RCA inputs to a dozen monitors.
I have used video printers with an RCA in/out in the past but the ones we have are no longer usable.
I have priced new ones in the $1000.00 dollar range and I hoped to avoid this.

Not sure what you don't understand but you need a device that you can connect the RCA jacks too that can convert the video to a digital file. e.g a capture crad or device, DVD recorder or even a DV cam with passrthrough capability. Once the video is digital you can extract the frames of video as images at will and print them on a ink jet printer just like you would any digital image.

    There's a list here with reviews: https://www.videohelp.com/capturecards

Generally there is two choices that will be recommended the most for dedicated capture card/device. Either the Canopus ADVC 110 or one of the Hauppage cards.

I have a article here with more basic information, the title says VHS or Hi8 but it applies to any standard NTSC/PAL signal over RCA.

I guess what is not clear is that there is no PC. (no S/A remark intended)
Nothing to put a Capture card in.

The previous video printer had a composite video in/out/passthrough.

I understand how to do this on my "normal" home PC as I have been
using the PVR-350 and Power DVD to capture frames for quite a while

If you want to use a standard printer(no video input) you must have a computer...or else I have no idea how it would work...
