sounds like the wrong field-order. run it through pulldown with the -tff [odd, even] flag
-
first determine if the field order is correct. if not, demultiplex your project & put the video & pulldown.exe in the same folder. open an msdos prompt to this folder & execute(brackets indicate user supplied info) "pulldown [yourfile.mpv/m2v] [newfile.mpv] -tff [odd, even]"

Does it play jerky/jumpy on your PC, or only in your DVD player?
If its OK on the PC and is only a problem in your DVD player it could just be that the bitrate is too high for your player to handle, or possibly the CD-R media is low quality and/or incompatible with your player. Try burning to a high quality media such as Verbatim Data Life Plus. If that doesn't help you can try re-encoding at a lower max bitrate. -
In TMPGEnc, just go to the advanced tab and change the field order to the opposite of what it is: even or odd.

if you dont need to completely re-encode your project why do it?
