Well, I was (obviously in error) under the impression you wanted to create a Video DVD.
But if you tell us what you start with ("movie", and that you got it using a BitTorrent client, doesn't say much - is it in AVI? Is it an ISO of a Video DVD?) and what you want to end up with, maybe someone can supply you with a more accurate help.
And be prepared for the fact that every format conversion will reduce the quality to some extent.

If you d/l'ed it, the quality is probably poor to begin with. You can't recode to a proper mp2 dvd and have it look any better. If it is an hour or so long and under 1 gb it's not going to look like going to a movie theater and paying to see it.

Every conversion (like from AVI to Video DVD) takes its toll on quality. Up to 1.5 hours on a DVD-5 should look pretty similar to the AVI, above that, the degradation will become more visible.
Perhaps some Toast expert can chirp in with some quality tweaks?

Nothing for free on the mac side sorry.
Everything that exists is either a low cost
(ffmpegx, Visual Hub) or on the high end
    (DVDSP).

    What's wrong with Toast 8?
Toast 8 will author the avi to DVD natively?
And by adjusting the settings under the advanced menu

(and by knowing how BitRate works) you can achieve
    excellent quality in your DVDs.
