Ok, here's the thing, the ringtones (mp3) when played on the pc they are all the same loudness, but the big files, when imported into the phone using motorola phone tools, have a lower volume than the smaller files. How do I make them louder?

well you can try using audacity to increase the volume before you import them, but your biggest problem is MPT is reducing the bitrate to reduce the file size and when it does this it changing the volume index / bitrate setting that controls volume
as long as you use MPT on those large files you are going to have problems -
