I have seen devices like that, but they are only intended for recording video from security cameras, and they are not inexpensive. They cost as much or more than an HDD DVD recorder with a tuner.

Explain what you want. You can buy an audio hdd for under $80 on eBay. Obsolete security cam stuff is cheap too.
Define exactly what you want to record.Recommends: Kiva.org - Loans that change lives.

Something like that:

Check out the store, there are some listed with a HDD included.

That was my first thought but then I figured the OP might want want line input recording, which would exclude the Tivo. Tivo also has a monthly(or $400 lifetime) fee, which again the OP might not want.

What I was looking for would have line inputs and outputs, component and HDMI, and work like a VCR,but no tuner. Receive it's input from a DISH receiver and send it's output to an HD TV. From internet searching and checking the links posted by responders I would say no such device exists. Apparently the laws in Canada are "loose" enough for black boxes that sort of do it can be sold, but not here in The Corporate States of America.

Just build a PC with a video capture card and an HDMI video card or an ATI A-I-W card. Run MythTV and your prefered flavor of Linux on it.

The Markus-700 HDD Recorder is being sold via ebay in the US too, although the seller is in Canada. http://cgi.ebay.com/New-Markus-700-HDD-Recorder-HD-Player-1920X1080-HDMI-/280402071259...#ht_5963wt_675
My ebay search turned up some other similar devices but the Markus-700 looked to be the most promising. However, I have some doubts that it will meet your needs, given the price, although you will need to add an HDD to it, too. I can't tell if it records HD video, or does a good job encoding video, or does timer recordings, and it won't control your satellite receiver (no IR blaster).
Hauppauge HD PVR + inexpensive PC would offer more conveniences, but of course would cost more than twice as much. -
I don't think I could buy a no name brand from Communist China. The Hauppage PVR is $200. on newegg and other sites but as you point out it's a computer device not a standalone.

Here's something from a US store (they actually have a banner on videohelp):

Don't know where it's made, but don't be surprised if it's China, everything else is.
