can this be removed

I figure if anyone knows how to remove this sound somebody on here will. This mp3 was downloaded to help students hear how their marching band performance should sound. I realize these "tones" are probably put in the song to keep folks from doing other things with it - that's fine. But the sound is bothering some students and if I just cut out the section than the song is missing a beat.

Any suggestions.
