Having backed up the NTSC movie into a DVD disc with the DVD Shrink or Nero, Will it be playable with a PAL DVD player connecting to a PAL TV?

Very likely. Most PAL DVD players and TVs are actually multi-system, they can use NTSC equally as well.
I live in a PAL country, and make DVDs with both PAL and NTSC features on them, no problems with my player or the (small) number of people I've loaned them to.
Of course, if there is regional coding, that is another thing, but I assume you've removed that.
