I want to encode a video at 720x576 at 15,000kbps to really use a source for any other videos I make from it. It was origianlly Huffy avi. When HD or Blu Ray is quite cheap, will this file be standard to use?

It will be PAL DVD resolution with a non standard DVD bitrate. It will most likely look better than a lower bitrate would. It won't be any particular standard as HD format is a higher resolution.
You also didn't mention FPS. If that is the starting resolution, then it is what it is. If you are starting at a higher resolution, then I'd suggest leaving it as is on a hard drive for later conversion. -
720x576 is HD standard as well. Im thinking in the future so I wont have to re encode. The FPS are 25

However what you have is already DVD Resolution and FPS for PAL. Why not make a DVD for now and then take your source as raw avi? Is the avi at 15,000 bps now or lower? If it is lower well....

and a max of 29.4 Mbits
so your source is not meeting either of those HD formats specs.
Both specs want a 50i for your resolution. so you'd have to double the frame rate.

Are you sure about that? Interlaced 25fps is the same as 50i, isn't it? The 50 refers to the number of fields per second, doesn't it? It looks to me like he will be compliant with the standards you quoted, which seem to allow the current DVD standard resolution and output framerates, along with a higher max bitrate. -
