I just have a question, if the source avi is 23 Fps the what should i use
NTSCFilm or what?

it's not very clear to me what you want...
maybe if you tryed to convert the 23 fps (ntscfilm) file to a 29.xxx (NTSC) file first...
or if you want to encode it to PAL or NTSC....
i would say PAL; because thats the one who comes very close to its original fps... 23 --> 23.976

23 - nothing, but probably could be converted to NTSCfilm without too much trouble
23.976 - NTSCFilm
24 - true Film
25 - PAL
29.97 - NTSC broadcast/standard -

23.976 is NTSCfilm... and 25 = PAL..
