If I was to get one of those el-chepo Digital TV tuners that plug into a usb port, one that leaves the encoding as MPEG2, will the hard drive be quick enough to record?

SD digital TV signals are transmitted at about 6-10 Mbps ... USB 1.1 is about 14 Mbps, USB2 about 480 Mbps. Hard drives can get up to 700-800 Mpbs without much trouble

USB 2 is up to 480mbps, although it cannot sustain this throughput. It also depends on the USB configuration. Not all USB 2 is equal.
