Convert to dvd mpg with a standalone mpeg encoder, www.videohelp.com/tools and click on Video Encoders(DVD/MPG) .
Author, make menus and add subtitles using DVD-lab Pro.

Or use an all-in-one tool that can convert, author with subtitle and menus like ConvertXtDVD(only very basic menus), Ulead DVD Workshop(but may not work that good with downloaded videos...).

Can't be done, unless it's DV or uncompressed AVI. Certainly not from your average DivX/XviD AVI.

You are responsible for creating the menu. There's no application with a "Make brilliant menu" button. DVD-Lab allows you to create "anything" you can dream of, but you have to come up with the dream, and make it come true.
    Coincidentally, DVD-Lab also handles subtitles.

No it doesn't, but it's an authoring app - needed to create the menu of your dreams.
The process includes many steps, but on a very high level:

    A) Convert your source material (AVI in your case) to DVD compliant source material.
    B) Author these as DVD (creating menues and stuff)

Some apps hides both steps under one roof, but don't give you many options for how each step is done.

For download links, see the TOOLS section left.
I also suggest you read some of the guides on AVI to DVD found under CONVERT left. 47 of 'em at last count.

No, first AVI to MPG. And to that an mpg with special charactersitics - See WHAT IS DVD top left. This is done with an mpg encoder like TMPGEnc, hcenc, MainConcept & c.
Then you author this mpg to DVD (and part of that process is to wrap the mpg in a VOB format).
Now, you basically have 2 options:
Start reading (click here) and try out different methods, or buy convertx2dvd and be satisfied with what can be achieved with that tool.
And you're not annoying me - But all info you need is already present here in different places - And we'll all be glad to show you around. Just don't expect anyone to hold your hand!

TMPGenc is good. Just use some DVD template, and you'll be fine, assuming the AVI is OK for TMPGEnc.
4.7GB (or rather 4.37 in computer terms) has nothing to do with the mpg - it's just the capacity of single layer DVD.
The DVD specifications dictates what bitrates are allowed, together with different frame sizes, and what audio types to go for.
Again, read WHAT IS DVD top left

I converted 700 MB Avi Movie on 4 GB DVD MPG using TMPGEnc 4.0 XPress,
And now DVD Lab is suporting that, but the size of DVD is 4.52 GB on DVD Lab, and a DVD-R is 4.37 GB,
what i have to do now.

You used a too high bitrate when you encoded in TMPGEnc.
Either go back, encode again in TMPGEnc using a slightly lower bitrate
    or
Go ahead and author your too big DVD with DVDLab to HDD, then shrink this down to fit a DVD-5 with DVDShrink.

You're on the right track. You've only used a slightly too high bitrate when you encoded your AVI to MPG. Use a https://www.videohelp.com/calc.htm to find what bitrate to use. Then subtract some for good measure, and to leave room for your menu(s). Let's say a 1.30 hours video - The calculator says 6548 kbps video with 224 kbps audio. I'd go for 6500 tops, probably 6450 to leave room for the menu.
6 hours may or may not be expected - it is depending on your CPU speed, and of course how long the video is.

Then I Can Fit To DVD with DVDShrink.
Yes, that's the idea. I don't think it'll have any visible impact on the video quality, since it doesn't have to be shrunk by much.

Another way would be to use ReJig and shrink the mpg from TMPGEnc, before passing it on to DVD-Lab.
