A buddy of mine encoded a dvd and gave it to me on DVD. I'm curious how I would unencode what he has done to edit the video. There is a few things on the DVD that I would like to remove and I'm unsure how to remove it. I tried editing it with Windows Movie Maker and I was unable to edit it at all. Any pieces of software that will allow me to unencode it and allow me to remove parts of the video?

You could download the trialware of Ulead VideoStudio v10 and do that.
I would copy the contents of the DVD onto the hard drive into a temporary folder (to keep from accessing your dvd drive many times during this project). Install the Ulead trialware program then open the dvd vob files from the temporary folder you created. This will import the video into the program. Drag and drop the imported vob files onto the timeline in the proper order (assuming there are multiple vob files).
Using the in-out point buttons you can do what you desire to the video. When finished just make sure the project settings (out put settings) match exactly the properties of the video files (vob files in your case) in respect to bitrate, framesize, etc, so the program can smart render the video without reencoding it which will lower the quality level and will take a long time to export. The program can also create the dvd menus and files necessary to create your version of the disk and also burn it onto a blank dvd.
The program is easy to use and learn.

You need and editor that acept Mpeg-2, or VOB as an input. There are a few look on the tools section. If all you want is to cut parts of it that is what is consider simple or basic editing. No that I 'm an expert but that is what I learned. If your budget is tight or you yust want to test the waters without much of an investment. I would suget to go the free ware route. It involves a couple of more steps but you will learn about the proces and is not that coplicated. Check out Cuttermaran and the guides on how to use it. NOTE: to use it you need to feed it simple stream, make sure you demultiplex the VOB before feeding the audio and video on it. Check the guides.

If you just want to cut out parts of the video then I'd suggest TDA. With TDA you can load the video directly, edit out the parts you don't want and then reauthor with no loss of quality.
I use TDA all the time to edit out commericals from my TIVO TV caps.
