    I can not increase the bit rate above 1150, I can change the size to 480x328 but does that really improve the picture quality?

    Source is a 720x480 AVI NTSC file.(from camcorder)
    I use TMPGEnc should I use 1:1VGA/progressive?
    As I play it back on a widescreen HDTV
