    Any good audio editor is a start. At the free end there is Audacity, which is surprisingly powerful when you get into it, and wavepad. Moving up budget a bit you have goldwave, then you start to play with the big boys - wavelab, sound forge and audition.

    For remixing you might like to look at Sony's Acid products. I believe Acid Express is free.

    There are a series of tutorials link from the main audacity site. They cover beginners through to multi-track edits.
