Will a NTSC vcr play PAL tapes or do I need a new vcr. My TV card suport both NTSC and PAL signals.

No, your NTSC VCR will not play PAL tapes. You need to get a PAL VCR or a multi-system VCR.

You also need PAL or multis-system TV.
video/audio Signal from PAL VCR is PAL system.
The other way is covert the tape to NTSC.
There are some company, you can search from the Internet,
can do that.
