I need to convert a .wmv file to a 10-bit, uncompressed QuickTime .MOV format 720 x 486 for a commercial for a customer. Does anyone know of any converters that can be configured to do this specifically? They're pretty adamant about it being these exact specifications

to do 10 bit w/ procoder or vegas - you will need to install the 10-bit uncompressed QT video codec from blackmagic http://www.decklink.com/
note that IMO this is a useless exercise coming from a wmv file as a source --- as it will be a crap quality source for your purposes ...
the 10 bit codecs are applicable to only SDI capture with a bluefish or decklink or aja or Digital Voodoo card mostly ......
everything else is 8 to 10 bit translation (there is also higher levels) and which can be issues ...
